Roberta Baylor   
PCEDA Executive Director

As Executive Director of the Preston County Economic Development Authority (PCEDA), Roberta "Robbie" Baylor, is responsible for recruiting and retaining businesses and for promoting partnership growth to improve the economic climate in Preston County. Included in her efforts are infrastructure development facilitation and planning.

Prior to becoming Director in 2005, Baylor served as Grants Administrator for the PCEDA. Her accomplishments in that position include the successful application and administration of more than $6 million in grant funds.

Baylor attended Kent State University in Ohio and has been designated as a Professional Community and Economic Developer by the Community Development Council. Her professional affiliations include the International Development Council, the West Virginia Economic Development Council, the Morgantown Area Economic Partnership, the West Virginia Hardwood Alliance Zone and the Greater Morgantown Convention and Visitor’s Bureau. She also serves on numerous boards of directors for civic and charitable organizations.

Jessie R. Schmidle   
Office Manager

Schmidle attended West Virginia University and graduated from the Information Systems class at the Mon County Technical Ed Center. She is responsible for office management, and is the executive assistant to the Executive Director.
