Preston County Economic Leaders Prioritize Property Redevelopment

    December 4, 2025

    FOR IMMEDIATE RELEASE

Economic growth advances as PCEDA prepares key industrial site for new investment

BRUCETON MILLS, WV - The Preston County Economic Development Authority (PCEDA) has announced major progress in the redevelopment of the former Spirit Energy Services property. The 41-acre industrial parcel, located near Interstate 68, has long been regarded as one of the most promising commercial sites in the region. PCEDA is now steering a comprehensive effort to upgrade infrastructure and prepare the site for new business investment and job creation.

The property features an existing 15,000-square-foot industrial building and open acreage suitable for manufacturing, logistics, and related uses. PCEDA is managing planned improvements that include the extension of sanitary sewer service, natural gas availability and other utilities needed to make the site shovel ready. Executive Director Robbie Baylor noted that the property is one of the county’s most strategically located assets due to its size, flexibility and immediate interstate access.

“Redevelopment of the former Spirit Energy Services Property has been a priority for PCEDA because of its potential to attract employers and strengthen our local workforce,” Baylor said. “We are committed to creating a competitive site that meets the needs of expanding and relocating businesses. This project positions Preston County for long-term economic growth.”

The redevelopment effort is supported through a strong partnership among PCEDA,  Spirit Energy Services, Clear Mountain Bank, and Steel Valley Wastewater LLC, all working together to return the Sawmill Property to productive use. This collaboration is strengthened by funding from the Abandoned Mine Lands Economic Revitalization (AMLER) program, which provides essential resources for infrastructure upgrades and site preparation. The combination of local cooperation and AMLER support is helping move the project forward and positioning the property for new business opportunities and long-term economic growth.

PCEDA is actively marketing the site to manufacturers and distribution companies seeking cost-effective land, modern infrastructure and convenient regional connectivity. The organization is working directly with site selectors, regional partners and private industry to highlight the advantages of the property and accelerate redevelopment timelines.

The Spirit Property revitalization aligns with PCEDA’s core mission to support economic stability and business expansion throughout Preston County. By transforming a dormant industrial site into a viable hub for new investment, PCEDA is helping build a stronger and more diverse economic future for residents.
