Leadership and legacy lead to WVEDC’s Honorary Life Member Award
This January, the West Virginia Economic Development Council formally recognized Roberta (Robbie) Baylor, Executive Director at Preston County Economic Development Authority (PCEDA), with its highest distinction, the Honorary Life Member Award, for her extraordinary service, leadership, and lasting contributions to economic development across the state.

The recognition is reserved for individuals whose impact extends far beyond the responsibilities of their professional roles. Recipients must demonstrate a decade or more of service in West Virginia’s economic development field, along with sustained and meaningful involvement in the Council.
A legacy of leadership and service
Baylor has served on the Council’s board for more than 14 years, holding key leadership roles including Secretary-Treasurer, President, Past President, and currently Treasurer. Beyond longevity, her tenure reflects her impact in shaping the organization’s direction.
During her time as President, Baylor helped guide the creation of important internal committees, including legislative and scholarship committees that continue to support the Council’s mission today. She also played a central role in establishing the organization’s partnership with Spilman Thomas & Battle as its legislative consulting firm, strengthening advocacy efforts at the state level.
In addition to her governance contributions, Baylor has been instrumental in planning and coordinating the Council’s events, organizing at least two major conferences each year.
Advancing economic development in West Virginia
Baylor has led the PCEDA for over two decades and has more than 25 years of experience in community and economic development.
“Robbie has a reputation for being one of the most highly respected and knowledgeable economic developers in the state,” said Shelby Johnson, PCEDA Assistant Director. “It has been my honor to learn from and be mentored by such a pragmatic and outstanding community leader.”
She has actively secured and administered more than $500 million in federal and state funding for infrastructure and economic development projects in business attraction, workforce development, site development, and public-private partnerships. That effort has led to the creation of over 1,000 jobs, strengthened local industries, and expanded opportunities for communities throughout Preston County.
A recognized leader
A two-time recipient of the Council’s Continuing Education Scholarship, Baylor holds the Professional Community and Economic Developer certification.
Her colleagues recognize Baylor as an expert leader and trusted advisor whose influence extends beyond individual initiatives, contributing to a stronger, more resilient economic development network across the state.
The Honorary Life Member Award celebrates Baylor’s career of service, leadership, and impact as she continues to inspire the next generation of economic development professionals across West Virginia.
