    Meet Shelby Johnson: PCEDA’s New Assistant Director!

    The Preston County Economic Development Authority (PCEDA) welcomes Shelby Johnson as its new Assistant Director as of September 1st. A Preston County native, Johnson brings a strong track record in public sector project management and a deep-rooted passion for rural community development to her new role.

    “Improving the quality of life for our service area is my biggest goal,” said Johnson. “I envision an economic environment in Preston County that leverages the assets in our community, delivers results with a lasting ripple effect, and improves quality of life so our residents and businesses continue to grow and prosper.”

    Prior to joining PCEDA, Johnson spent four years as Project Administrator for Region VI Planning and Development Council. She worked across a six-county region, including Preston County, serving municipalities, nonprofits, and public service districts, independently managing over 30 community development projects with budgets totaling more than $100 million. Her work secured over $44 million in grant funding for projects like water/sewer improvements, recreation facilities, and the redevelopment of community spaces.

    Johnson holds a Master of Public Administration and dual Bachelor of Arts degrees in Communication Studies and Political Science from West Virginia University, with specializations in local government, strategic communication, and community development. She is also a recent Champions for Change Fellow through the West Virginia Community Development Hub, a program that cultivates leadership and creative problem-solving skills among emerging leaders in the state.

    Preston County is home

    A proud graduate of Preston High School and lifelong resident of the region, Johnson’s return to Preston County marks both a personal and professional milestone. “I consider myself a community-focused development professional with a passion to serve rural and underserved communities,” she said. “PCEDA’s mission aligns perfectly with my personal values, especially our focus on improving quality of life through economic vitality, job creation, and workforce development.”

    Goals for Preston County

    Johnson’s immediate PCEDA priorities include assisting in the launch of a Promotional Video and Advertising Campaign to enhance PCEDA’s outreach and marketing efforts. She’s also working on a grant application for a Workforce Training Center that would serve Preston and surrounding areas. Longer-term goals include involvement in housing development, downtown revitalization, and expanded infrastructure investments.

    Johnson sees immense opportunity in Preston County’s economic landscape. “We’re uniquely positioned with access to Interstate 68, ample developable land, and an industrial park that continues to grow,” she explains

    Tourism holds significant potential, as well. “The Preston County Buckwheat Festival is hands-down my favorite local tradition. It’s a beautiful example of how culture, community, and the local economy intersect, and it’s just so much fun,” she said. “Coupled with our historical and recreational assets, from Arthurdale Heritage and the WWII Museum in Rowlesburg to Cooper’s Rock and the Cheat River, there’s a real chance to grow our tourism economy while supporting our small businesses.”
